Ok...I just beat Boreas Seabed mish on the lux side and now I can't find the next primary mish/quest. What do I do?

It's city under attack, which you get from the Imperial Herlald in Zos Shivros Channel right after you finish Boreas. After that is another short primary quest which takes you to the next mission.
